About fifteen years ago homeless people were considered a group of poor misfits who were tagged as mentally ill. Remember when the civil libertys lawyers defended the homeless against Mayor Koch,who wanted to put them in a hospital, on cold winter nights. The Mayor lost. Times have sure have changed, today the homeless are well organized and intelligent. They know how to work the courts and they know how to get funding.
