Many of us public MTA operators think you're looking to fight the wrong war. The RBLs are the only thing holding the Internet mail service together right now. If you want to make the dynamic IP blacklists go away, you need to do something about the infested Windows PCs on those IPs. No one used a dynamic IP list until all those home PCs got turned into spam zombies. Most of us would gladly stop using them if there wasn't a crushing volume of sleaze coming out of those addresses. No filtering solution can keep up without a major investment in hardware. I would have to double what I charge people if I stopped using RBLs.
