I ran it until a few months ago, when I beefed up my Linux boxes and for the most part stopped using Windows. (need it still for QuickBooks, Photoshop, and pcAnywhere). WinGIMP was abandoned for lack of interest. There are various Windows versions of vi and vim out there that are supposed to work well, you should look around. Ditto for Mozilla, the Windows port works well.
I consider CygWin to be the single app that makes Windows almost usable. I have very specific uses for it though, which are sshd, rsync, and BASH. I now BASH script most of my (client's) cares away instead of ripping my hair out trying to make Microsoft's products do something useful. Nevertheless, if you're going to run Mozilla, vim, xchat, etc., get the Windows ports, rather than trying to run the ones in CygWin. You'll be better off in the end. Beware though, GTK will become a burning source of irritation when you do this. GTK apps get in each other's way like there's no tomorrow under Windows. So long as you don't upgrade the apps too often, it's not so bad.
