I'm not sure what you mean by this, but one thing I did learn through aggravation is that .cf files are applied alphabetically when SA starts up. Whether that's documented or not, I don't know. But the end result is my global whitelist file is now named whitelist.cf, putting it at the end of the line when the rules are applied. (otherwise it doesn't work reliably) Presumably, per-user rules get applied last, though I haven't actually tested to see if that's the case.
