It certainly would never occur to me that when I have a software problem, I should contact an ILEC who probably knows about it than you do. Try the SpamAssassin mailing list.

Yes. I sure have. 100% in fact. I had to stop using the William Stearns rulesets because of it.

I think I was being constructive. Despite assertions from Covad, your experience is not normal. I've followed up with more specific info in other mail already. But I'll underline that the SA list is really the place to take this and at least you'll have a better idea what you're up against. There's also a Wiki you should check, it's linked at the SA website.
