Licensing is not certification. Licensing says - no business can distribute or construct software without X numbers of Board Certifified, Licensed professional on staff, full time, and that when something goes worng, these licensed professional are to bew held civilally and criminally responsible.
You wouldn't want one of your cruise ships Captained by unlicensed seaman, and even if you do, I don't.
And ditto for my bank and their computer operations.
