The organizations are responsibly for selecting businesses. This is only a good as the organizations which are recruited to participate.
It's to much to expect that your going to find businesses which don't product non-free software. But the organizations will be restricted to finding companies who have made substantial contributions to Free Software in the participation contract.

Yeah - as soon as they release their software under the GPL.

Each organization will be help responsible for their choices through the contract.
