I recall we discussed that there is a possibility of charging non-GNOME foundation member developers/non-nylxs a nominal fee, but I gather this option is not possible with holding it at Brooklyn College. If that is the case, yes the page should clearly state there is no fee for the event. In any case, we do need to have some stuff in place for handling people that will need visas.
However, I do not think it is legally possible to have "signed invitations" for general attendees for this purpose simply because I believe the visa requirements for that approach is that the "inviting party" also assumes some basic legal responsibility for the individual when this is done. Perhaps someone who has familiarity with the VISA procedures could clearify this.
