Two things
A) How does this have anything to do with RG's post about IBMs and Banks? Since when did an ATM need a free software desktop enviornment to function? A simple frame buffer is all that an ATM needs with your usual set of ATM related graphics.
B) I would suspect that IBM knows a bit more about selling server machines than you would. So far they've made a pretty penny all along the way, and have touted linux like no other major computing company has.
Though IBM does almost nothing with the freedesktop[1], they put out a pretty impressive amount of other linux software.

[1] The only thing IBM does that indirectly effects the free software desktop is hiring a full time linux DRI hacker.
