Its kinda funny on your behalf crying "No Censorship" but on the other hand, "Lets Moderate the List". Moderated mailing lists serve no real purpose. As a point of reference take a look at the OpenBSD mailing lists. OpenBSD mailing lists have several flames going at once but the work and quality of the posts are second to none especially the technical and advocacy posts.
Most importantly, who decides, what's outside of the code of conduct? I don't want someone else judging whether I should be permitted to be posting according to "their sensibilities". Again, Common Sense should be enough but sadly it always falls short because of one or two malcontents (I am not referring to anyone specific here so don't be offended). As far as "organizational problems" this is the purview of the President and the Board of Directors who must bear the responsibility of handling these types of situations.

Evan M. Inker

As long as the NYLXS handbook is being created, I'd like to suggest that we give some serious thought to adding a section that outlines an acceptable usage policy for this list. Latley, I find myself bored to death with the flames, insults, and baggering that takes place here. I'm tired of it and personally believe that most of the related threads exist because of larger problems within the organization. However, larger problems will of course, take longer to solve. In the meantime, I think establishing a code of conduct should be low hanging fruit.
