What Ballmer is really saying is that they have no new technological advancements to steal/"innovate". They previously "bet the company" (Ballmer's words) on .Net, but people still don't know what it is. Now they want to bet the company (I wish!) on Longhorn, whatever that is.
But their solution to the threat of Linux is simply this: Spend incredible amounts of money on advertising! Advertising, advertising, advertising!
That's just the official word. The other tactics include badmouthing, deep-discounting, and dirty tricks.
