There is no need for small words.
But let me explain something to you in plain english...
Quoting does not mean what you said. If your going to make special rules for quotes, please notate your unique style guild on the top of articles.
Quotes are for title of things and represent the statements of others.
For exaple, Adam said, "Your Spreading disinformation".
Or, in a title such as, Richard Stallman, the leader of "The Free Software Foundation".
Or
Mark Twains "Tom Saywer"
