I agree with the lack of reality in the quote. But from a political
point of view the success of a lawsuit isn't as important as filing it.
Consider that if a bureaucrat manages to blame someone else for a
problem they are covering their ass. Even if they are wrong or if no
one takes responsibility. I guess the point was that a school system
wants to say "It's so-and-so's fault!" even if nothing comes of it.
There may be no successful lawsuits, but the ability to successfully
blame another party seems to be important. How to counteract that
concern?
