GNU Alexandria (it is a designated GNU package as per RMS) might well be an ideal topic and project for OSI sponsorship. For those that have not heard me discuss it before, which I think is virtually everyone in NYLXS, GNU Alexandria was initiated by me in a fairly quiet way a number of months ago to develop and enable access to e-government services for the visually impaired using the public telephone network. Originally, this project was proposed for development within the Republic of Macedonia, with the cooperation of the Macedonian Youth Congress, and their new free software ngo. To date, I have received direct participation and support from the American Foundation for the Blind, as well as resources and hardware that have been made available to host a pilot program through OSDL (Open Source Development Labs).
Originally I was going to announce the project next month as part of my trip to Prague, since I am speaking about free software in the public sector. Announcing this project was also the main purpose for which I had originally hoped to be able to make use of that Free Software government "advocacy" event which turned out not to be.
