Ahhh. Now you are getting the idea. We are competing, amazing well, given our resources. And if you look around carefully you will discover we have made significant progress and are improving day by day. What would you do differently?
I would have an event that reminds government of its primary responsibility: to lead society in a healthy direction that preserves freedom and self-reliance of the citizens. A society of free men, using computers, is a society that uses free software. It would also explain the secondary but useful practical advantages: flexibility, power, reliability, and lower cost.
I would not invite anyone to present or advocate non-free software, since that would contradict the purpose.
