I suppose the Clueless Ruben way to market is to get your potential customers so pissed off at you that they won't touch what you are selling with a 10-foot pole.
If you want to sell fairly against M$ in the government market, you have to beat them on the merits. And one way for your potential customers to judge the merits is to hear both sides at the same time. According to Tony's "rant" that's what your potential customers have asked for. M$ is qualified to be a member of a panel structured to hear both sides because they are the principal F/OSS competitor. At least they are qualified in the opinion of the conference committee, which is the only entity qualified to judge panel member qualifications.
This conference is what its conference committee makes it, a conference committee that includes direct or indirect representatives of many (if not all) of your potential federal government customers. That doesn't seem to be what you want. If you want a different conference, organize one.
In the mean time, keep on pissing off your potential customer base and see where it gets you and everybody else in the F/OSS community.
BTW, did you know that a significant opportunity for F/OSS has occurred because M$ has been pissing off *its* customer base? There is an old political adage: Never interfere with your opponents when they are in the process of destroying themselves. This is a time when being the nice, polite, respectful guy has its advantages. But that seems to be something that you, Clueless Ruben, the Great Brooklyn Fount of Political and Marketing Savvy, wouldn't know about.
