I don't know what that involves exactly, but this particular institute seems to have goals of its own, somehow affiliating itself both with George Washington University and the Federal Government.
Mr. Stanco claims that both Microsoft and the Feds pressured him into including presentations by Matusow and the "Software Choice" people.
That implies to me that the conference was originally supposed to be promotion, discussion, and yes advocacy of Open Source Software in Regional and European governments. What's the popular abbreviation -- IANAL. I am not a lawyer, but I read pretty good.
In fact, the reactions I'm seeing are kind of heartwarming. Say what you want about programmers and engineers, but they tend to be a pretty logical detail-oriented bunch. That may be the only thing keeping Free Software from being easily subverted.
