I think the idea of an advocacy conference is a good idea, but I would do it as an additional conference and not a replacement for the eGovOS conference. There are numerous prople involved in the eGovOS conference who probably couldn't be involved in organizing an advocacy conference, which is probably why eGovOS won't do outright, straightforward advocacy.
BTW, the DC area could also use a free/open-source focused trade show. The demos at the last eGovOS conference were just that, and they seemed to occur at coffee breaks (or at least people treated them that way). I tried to generate some interest in a free/open-source area at the Maryland Tech Showcase (which is held in Baltimore and focuses on state and local government) but I started too late for last December's showcase. I would like to see if there is interest in a F/OSS area at next December's showcase.
Perhaps we could somehow do a trade show with an associated conference.
Also, I see the best market for free/open source being state and local government. They are in serious budget trouble and F/OSS can be the hero on the white horse coming in to save the day. :-)
