It seems to me from Ruben's comments that to him free software jobs is the *primary* issue.
Unemployment, especially of a family breadwinner, has a way of focusing the mind.
He views federal procurement as one way to get his people jobs. Unfortunately, he doesn't seem to understand some of the subtleties of federal procurement.
