Good stuff.
I know of a fair number of happy Windows MySQL users which meshes with your position that it's politics that keeps a reasonable default choice from being made. I honestly don't know enough about the PostgreSQL Windows port to know if it's usable, but I think cozying up to both MySQL and PostgreSQL would be a good move for OOo. Reinventing the wheel (in Java of all things) would be the worst possible choice.
If nothing else fits the bill, MySQL at least, runs on GNU/Linux, Windows, and Mac OS X, which I think is precisely the OOo target.
