Rather than trying to do such a thing in many places nationally, I would suggest doing such a thing in targetted small and specific geographies where local organization is sufficient to make it work with considerable impact. For example, if even 1000 people in Brooklyn alone decided the same day they wanted their refund and filed a complaint, I think that would have far more impact than 1100 scattered and diluted accross the whole country.
