it needs to be transparent to the end user. If a contact has a key
associated to them then it should automatically sign and encrypt to their
key and vice versa. No key association - plain text email.

A good implelenetation has 4 options and is easier to use than ls
encrypt with my key
encrypt this this public key
decrypt ditto
sign with my key
verify with this public key
Those would be the ONLY options
