When I was with NYU, we had a video Broadcasting system which I replaced with a Free Software version.
I just stopped by Joe Grastara's place, who also works for NYU and they are using a flash driven implementation.
I haven't looked at this problem for a while, but I think this would make a great project for NYLXS and possibly the FSCC for a commerical product.
What do you think?
