Actually, the Congressman is completely incorrect and is threatening the principles of Free Softeware, and many peoples incomes.
The GPL is only restrict in that it requires users to share the rights they recieved from others. The GPL would not have prevented or restricted comercialization in any way, shape or form. What it does restrict is copyright abuse.
In addition, properitary systems impeed improvement of systems, and is just fact.
The GPL should be the default of all government paid projects. Anyone who believes otherswise is problably some OSI zeolot, not really worth thinking to much about anyway.
