No. Such questions in advance of seizing territory are counter-productive. The answer to any question "Why do you not do it a better way?" is always "We will not do it a better way and here is why.". No school that uses free software ever asked. The students and/or the teachers and/or the principal simply moved.
Stop asking what the rules are. The rules you will be shown are made just to stop us. The only way anything new ever comes to service is by ignoring those rules.
The right questions are "Who is on our side? Who is against us? Who can be converted or neutralized? Who has ever even heard of the issue and do we tell them or not tell them of the issue?". And I can tell you the answer to the first question: Nobody is seriously against us, except Bill Gates, and he only on his best/worst days.
