I think this is a great idea!
I work for LA Unified School District (LAUSD) and I'm trying to figure out a way to transition at least our Division of LAUSD from Windows to Linux. I'm still a Linux newbie and I'm trying to learn more about it, so this might take a while. Having a proposal template though would really help with this transition.
The 'transition' is just an idea right now and I haven't actually planned anything yet. But I think one of the key points for the proposal is to consider a smooth ride from windows to linux. I guess introducing wineX would be good in this. We can get people used to linux while they still have most of their windows so they can be comfortable...then slowly take windows out (i'm relating this to the will-help-u-quit-smoking patch/gum).
Another key point is the moving of the pre-existing spreadsheet and database files to a different "Office" program. I believe StarOffice does this pretty well albeit I haven't done it myself yet. It might also be worth mentioning and comparing MS Office to StarOffice, OpenOffice...etc. (and probably the way MS infused money to Corel so they can stop supporting linux, hehehe)
All of a sudden I have a lot of ideas racing in my head but I have to stop now. I'll have to wait until we get more responses on this topic.
I know this is not exactly the same proposal as the nylxs' AFAR project but I'm sure it's related. (maybe we can have at least 2 types of proposal templates, one for the companies just starting to decide on what systems/OS to get, and the second for those wanting to move to linux)

Hello Everone
I got an interesting idea. Why don't we create a template for people to use when proposing Linux to an organization? All that would have to be done by the "proposer", is fill in the blanks. I found a proposal by the New York Linux Scene (http://www.nylxs.com) to the American Foundation of Aids Research. It is a draft, but seems pretty complete. Perhaps we could coopertate wtih them via the net, in creating a proposal template? If anyone has comments or suggestions on this idea, please post to the list.
