If free software ever becomes illegal, I am going to move to another
country. Like Peru...At least their government seems to get it!!
I can imagine that a sizeable percentage of programmers and security
researchers would leave the U.S. if the legal environment gets any more
restrictive than it already is.
Once that happens, America is will experience one of its first "brain
drains." I can imagine that would pretty much put the U.S. at a
significant competitive disadvantage versus the rest of the world in
about 10 years.
This reminds me of the work Deming and Juran (from AT&T) did for Total
Quality Control in manufacturing which was laughed at by American
manufacturers so they took their knowledge to Japan. And within 10
years Japan was kicking American A## in electronics, automotive and
other manufacturing disciplines. It took many years before America came
to their senses and realized that they were getting beat up in the
global marketplace.
The very same thing can happen in technology and software if our legal
environment makes Open Source programming and security research
illegal. This is true even if nobody leaves the U.S. to work elsewhere,
because there is a lot of exceptionally talented people all over the
world.
