I think it's just a matter of focus. I've been to NY Fair Use meetings where people ate, but the chair ran a tight ship. That was at The Rose, and you'd have forgotten you were in a tavern. Every time I've been there, we've pretty much had the back to ourselves.
If you'd indulge a suggestion from the outside, a simplified form of Robert's Rules of Order might help keep things moving along no matter where it is held. By snuffing out audible side-conversations, and making sure only one person speaks at a time (unless they agree to share the floor), and tabling matters that are going nowhere, you can get through your agenda with a minimum of disruption.
If Joe Ercole is there, nominate him to chair the meeting.
One nice thing about the Killarney Rose is, you get to see Ruben in his element, looking like Boss Safir, the cellphone on one ear, taking notes on the subnotebook in front of him, and the pint at his side. The last time I saw it I remember thinking it was the sort of photo you'd see on the dust-jacket of a book, or in a news story. "Boss Safir making deals and rallying the troops from his regular table at the Killarney Rose"
