The NYLUG raffle didn't involve taking money in, technically. You bought a ticket for a share of the holiday party expense. The receipt entered you in the raffle for the computers donated by VA Linux for the purpose of being given away at the party.
I have no idea if the distinction is relevant, as I am not a lawyer. I did find this, which I skimmed quickly, and it seems to have useful information.
