I'll suggest that he invoke the 14th Amendment, and claim that federal dollars should bus CDRs full of MP3s into Bed-Stuy and Crown Heights, and food stamps should be usable for buying RIO Nomads and iPods.
DVDs are region coded, but so are MP3s. They're _implicitly_ region coded for white neighborhoods, simply because it takes buku bling-bling to get a DVD or MP3 player.
