Oh no! This is a job for MySQL, Apache, and Perl with some Perl/Tk thrown in for the GUI. You can do it all on Windows NT if you don't want to jump to Linux for some bizarre reason, but we'll talk you into that soon enough, too.
If you are concerned about getting "under the hood", Microsoft is definately not the way to do it.
