They tried that with the DMCA and it was an abysmal failure rersulting in the courts all but ignoring the reverse engineering and fair use exemption. I think your method concedes failure from the start.
In addition, these forces are not powerful. We need to target the members of that sub-committee in their districts by mobilizing the local computer groups and librarian societies to hit the streets.
And all this is just a stalling tactic until we get the fair use bill up to the hill.
Then we turn the damn tables and make the Movie industry play ball on our home court.
