I found some information on the Workforce Development Service of NY site
(www.wdsny.org). It seems that employers can get reimbursement for
training costs although I couldn't find any specifics about what for and
how much. But they do have a list of training providers.

There is a link to the application to become a training provider but one
must first contact the Local Workforce Investment Board (LWIB).
