That is true for sure, although they're not allowed to simply walk up to
someone and demand proof of identity without cause. But assuming they
think you're someone they're looking for, they can take you in until
they can establish you either are, or are not the one they want. If you
cannot produce proof of identity, your stay as their "guest" could be
rather long.
