I assume you meant testing. This would be crazily difficult to implement.
Wouldn't it be easier to let the student enroll, and then drop out and go to the pre-requisite class if the material is really too difficult. At $200 bucks a class there could be no refund: student's decision, student's risk.
The instructor can just make it very clear what will be taught in this class, and what topics will not be covered.
I find any program which treats its students as sheep insulting. The student should make the decision.
