Congress became so concerned with this that Ascroft exenssively commented on it. The hope was that the fair use provision would protect the law from being struck down by the court, let alone prevent the underminding of the Fair Use doctrine.
Now that the court has basically gutted out the Fair Use provision, the law now
completely wipes out your protections under the 4th Amendment of the Constition.

In any event
3...
(B) a technological measure `effectively controls access to
a work' if the measure, in the ordinary course of its operation,
requires the application of information, or a process or a treat-
ment, with the authority of the copyright owner, to gain access
to the work.
That's the VERY DEFINITION OF ENDING FAIR USE.
Digitally controlling access IS the very essense of ending
real ownership of actual property, infomation, and as such,
violates fair use.
It's like I said, not like you said. This law makes it possible to END
ownership of inforamtion leaglally aquired in a normal business
transaction.... period.
It is the very PURPOSE of the law.
It's was the very first rule of slavery...don't Teach Slaves to Read...
The law makes you a sharecropper... or worse.
