This is a good start, I think. But I have a few thoughts.

This seems good and consistent with the goals of the
organization. However, the word "assigned" worries me.
Perhaps the word "qualifying" would be acceptable.
"Assigned" implies that volunteer work is delegated by
someone in authority without the volunteer having a choice.
It would be nice to think that a more specific
document that lists categories of qualifying volunteer work
will be created, and that the Board of Officers can vote
to include additional categories of acceptable volunteer work,
as the need arises.
The question also arises: how will volunteer work be
verified, and by whom ? Will NYLXS use an honor system
and allow volunteers to "certify" themselves ? Will a
certain number of other members be required vouch for
a member's volunteer time ?
The methodology is not important, only that clear rules
be set to ensure that every member receives equal treatment.
About elections:
1 - The nominating committee could be appointed in December,
and given a week to post the candidate names to the
web site and mailing list. This would give the candidates
a full month to present their views to the members.
This much time is not needed right now, because
the organization is so new and still small. But within
a year or so, it could easily grow large enough that
this period would be needed, in order for the candidates
to prepare position papers, and for the voting members
to actually become familiar with the candidates.
(ie. plan for success).
2 - A four-year term limit seems quite reasonable, but
it might be worthwhile to consider a two-year (ie two-term)
limit. The proposed limits are good in allowing
officers to remain in office continuously
(if the membership votes for them) while encouraging
them to learn more than one role. I just think a
shorter term limit would work better for this.
