I wouldn't call it ideal. For a certain class of programmers it is a powerful tool. But it suffers from a chaoitic developement, and a number of weirdo things from a programming perspective.
For my money, any of the perl solutions is a far easier thing to learn and to work with, especially when doing large projects, with library creation etc.
Another problem is that PHP users tend to not understand the terms they are using, making it difficult to discuss rationally the pluses and minuses between PHP and other software.
I also don't like the way it parses code or handles runtime programming.
If my friend Brendan is here, he can tell you a very funny story about PHP and our Boss at a startup.
He was using PHP to create PHP pages. Talk about UGLY code...
